Evaluation process
There are two evaluation filters for all articles submitted to the Revista do TRF da 3ª Região, namely:
1) Desk review
All submissions go through a desk review carried out by the Journal's Office team, to check that they meet the mandatory formal requirements established by the Editorial Board, which are listed in the sections on "Conditions for Submission" and "Guidelines for Authors", including the suitability of the text to the thematic and methodological scope of the Journal, as described in the "Editorial Line".
Articles that do not meet these requirements will be immediately returned to the authors with the necessary information for adjustments, should there be any interest in continuing the analysis process.
2) Double anonymous peer review
Once the requirements of the preliminary stage have been met, the double anonymous peer review process begins, whereby the identity of the authors and reviewers is kept confidential.
The material is submitted simultaneously for analysis by two reviewers, who can suggest four types of decisions: accept; accept subject to minor revisions; accept subject to major revisions; or reject.
In the event of a tie or a major divergence in the guidelines, the article will be submitted to a third reviewer or member of the Editorial Board for a mini-review to help make the final editorial decision.
3) Other criteria for the final editorial decision
Once the opinions have been received, they are forwarded to the authors of the article, so that they can be informed and, if necessary, incorporate the suggested changes, within a deadline set by the editorial team of the Journal's Office. In this case, corrections to the text after the opinions have been issued must be made using the "Control Changes" tool in the Microsoft Word text editor.
The modified text will be assessed again, depending on the changes made. At this stage, if necessary, the editorial team of the Journal's Office may send the article back to the same referees as at the previous stage or to another one, before the final decision of approval or rejection is made.
The final decision to approve or reject is at the discretion of the Federal Judge Director of the Journal, who will base his decision on the evaluations of the reviewers, as well as considering the editorial line, the authors' expertise and degrees, in addition to other criteria indicated by the Law area of the Coordination for the Improvement of Higher Education Personnel (CAPES).
In principle, the publication of approved material will respect, whenever possible, the seniority of the submission. However, preference criteria may be established by the Federal Judge Director of the Journal, for example, in relation to articles with themes directly linked to the scope of the Federal Justice system, or themes of imminent relevance, whose article may become obsolete due to any delay in publication.
It should be noted that, although texts with these characteristics may be given preference, there is no impediment to publishing articles without such specificity.
Once approved, the articles will be sent to the final stage of layout and proofreading by the editorial team of the Journal's Office, which will carry out grammar and spelling checks, as well as adjusting them to the styles of the Journal's graphic design and editorial standards.
The corrected text will be sent to the authors for validation before publication. At the time of validation, no additions will be accepted, except in exceptional and duly justified cases.
New submissions of articles that have received a "rejection" editorial decision will not be accepted.
Any suspicion of a conflict of interest that could jeopardize the objectivity and impartiality of the evaluation must be reported to the Journal's Office.
Omissions will be resolved by the Journal's Editorial Board, chaired by the Federal Judge Director of the Journal.
